Why are my calves doomed to be small?

They're probably just victims of under-prioritizing. I bet you $10 that you do NOT put as much time and effort into your calves as you put into your chest and biceps-training. Try putting your calves FIRST in your workout routine, so that you hit them when you're at your strongest.
